Statistics & Monitoring Officer (Nutrition) - UNICEF - New York, NY

The incumbent of this post will improve the relevance, quality, availability and use of data and contextual information on children and women throughout UNICEF. The work focuses on the areas highlighted by the Strategic Plan (SP) and for this post, gives particular emphasis to the areas of nutrition, though other areas will also be covered. The main functions are to support data analyses and database management of nutrition related indicators of a primary concern to UNICEF, including quality assurance of data; to assist in the analysis of core nutrition outcome and intervention coverage results in the Multiple Indicator Cluster Surveys (MICS) and Demographic and Health Surveys (DHS) and other nationally representative surveys and programme monitoring data; disseminating findings through different types of media (e.g. website and reports); and to support other inter-agency related activities. Key Expected Results 1. Maintenance of global nutrition databases Support the update and maintenance of global databases on nutrition related indicators, including for estimates.Support collation of survey, programme and estimate data at country, regional and global levels, including reviewing data from the annual Country Reports on Indicators for the Goals (CRING), and providing feedback to countries.Support validation of data from various sources, to ensure they are of high quality and meet the key standards before inclusion into the databases.End Result(s): Updated UNICEF global databases that are used for analysis in key reports including flagship and sector specific publications and peer-reviewed journal articles.

2. Data collation and analysis

Assist in statistical analysis of nutrition related data and support the production of key reports on nutrition in collaboration with the Programme Division and other partners.Support development of nutrition fact sheets/brochures and other related materials.End Result(s): Analytical reports on nutrition related data; UNICEF related websites updated and fact sheets on the Four Ps produced.

3. Data quality assurance and inter-sectoral linkages

Contribute to UNICEF's technical positions and advice related to reporting on the situation of women and children as required, including provision of inputs for responses to ad hoc requests from senior management (i.e. ROs, COs), partner organizations and others.Cross check and validate nutrition-related data in UNICEF publications, press releases, briefing notes and presentations.End Result(s): Harmonization of data across UNICEF and partner organizations and accurate data being provided in a timely manner.

4. Nutrition inter-agency and methodological work

Participate in the nutrition related data reconciliation and harmonization exercises.Contribute to the on-going improvement of data quality at data collection stage, including through household surveys and routine reporting systems.Support development, modification and testing of measurement tools, where appropriate.End Result(s): Through interagency work, improved data quality and methods of estimating, collecting, analyzing and using nutrition data.

5. Data dissemination and advocacy

Support innovative ways to best serve UNICEF's in-house data and information needs at country, regional and global levels.Support the development of efficient and effective ways to prepare and disseminate products and provide input into making data, analyses and products accessible and available through different media.Support the update of relevant UNICEF related website pages for nutrition related indicators.End Result(s): Updated data available in key global reports, articles and other data-related reports (i.e. www.data.unicef.org). Qualifications of Successful Candidate - A first-level university degree (Bachelor's) in Epidemiology, Nutrition, Statistics, or a directly-related technical field(s) is a minimum requirement. A minimum of two (2) years of relevant experience, at the national and international levels, in data management and statistical research, analysis of data from various sources, household survey implementation (quantitative and qualitative) is required.Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset. Human Resources Officer - UNICEF - New York, NY

Under the guidance of the Chief of Regular Recruitment, the incumbent of this post will support the implementation of UNICEF's Medium Term Strategic Plan (MTSP) by partnering with a subset of client managers to focus on all aspects of recruitment and selection for International Professional (IP) positions - including workforce planning, sourcing, recruitment strategies, and partnering with senior HR managers and staff in the implementation of these plans, ensuring the delivery of timely and quality HR Recruitment support for the client group. The incumbent will also be responsible for supporting the recruitment and staffing in the General Services (GS) category for all New York Headquarters (NYHQ) as well as supporting the development and maintenance of GS talent pools, especially for entry level and technical GS positions through campaigns to proactively respond to staffing needs. Key Expected Results 1. In line with HR strategy and HR frameworks, the incumbent will ensure that client areas have workforce plans in place including forecasts of future needs, talent pools, succession plans and resourcing including rotation and recruitment. The incumbent is expected to provides advice, statistical data and other inputs to these plans including key staff data, talent pool information, diversity, retirements and rotation inputs. Moreover, the incumbent is expected to proactively partner with the assigned client groups on their specific recruitment and selection needs for staff at the international level as well as at the general service level for NYHQ.

2. The incumbent will support and participate in the development and streamlining of the current recruitment processes. The incumbent will advise assigned client managers and staff on the selection processes and policies, systems approaches and methodologies for recruitment and selection. Moreover, the incumbent will be expected to utilize UNICEF's e-Recruitment systems for processing recruitment and selection cases, maintaining and building existing talent groups and promoting direct selection modalities to client managers. The incumbent is also expected to partner effectively with HR Managers on outreach initiatives for respective client functional areas as well as the General Services Category in NYHQ. In relation, the incumbent will also explore the possibilities of outside networks and academic institutions to build potential candidate pools within the client functional areas.

3. In order to meet the organizational requirements related to recruitment and staff selection and to ensure that partnership-building initiatives are fully incorporated into all areas of the recruitment process, the incumbent is expected to:
Ensure that key HR programs and products are implemented efficiently in support to the clients' business needs and assure that they are well understood by Line Managers.Ensure a full understanding of the client's requirements for respective job profiles, targeted vacancies, etc.;Undertake the short-list screening of applicants and identify suitable candidates for the shortlist in close collaboration with client groups.;Review applications and respective candidate profiles against UNICEF Vacancy Announcements, Competencies, Job Descriptions and accordingly finalize and communicate the short-list of candidates (i.e. recruitment package) to hiring offices;Provide guidance on the review of recruitment packages for the Selection Interview Panel and participate in interview panels where necessary;Ensure that relevant HR policies and procedures are followed in the selection and review processes for equal and fair treatment of staff, while highlighting diversity and inclusion aspects throughout the recruitment process;Upon completion of the process, ensure that relevant selection process documentation and related information is uploaded to e-Recruitment for review by the Central Review Body (CRB).4. Provide advice/feedback to all clients as well as potential candidates and support them in understanding HR policies and processes - for both the IP and GS categories of staff. Reach out and promote feedback mechanisms for clients to influence the continuous improvement of HR services. Understand staff opinions and anticipate their needs and concerns vis a vis recruitment and selection. Provide support towards the provision of professional career and personal development counseling to IP staff in designated functional areas as well as GS staff in NYHQ in close collaboration with supervisors and HR Managers/Officers; advising on desirable career opportunities and succession planning. Provide support to the supervisor in provision of advice on performance issues of GS staff and participate, where required, in conflict resolution between staff and supervisors/managers.

5. Bring back feedback and experiences from the clients to the HR team, in order for the team to propose suggestions to the larger HR community, with a view to improve UNICEF's overall HR services. Participate actively in specific functional and cross - functional HR initiatives and projects. Make regular contributions to the improvement of HR plans and services. Support the communication and sharing of best practices across functions to facilitate continuous improvement. Assists in establishing and strengthening working relations with other UN agencies in NYHQ especially pertaining to GS recruitment, GS testing, use of common GS rosters and applying best practices.

6. Provide professional leadership and supervision to assigned GS staff and consultants. Maintain standards for improving self and organizational performance. Ensure continuous learning and updating of professional skills. Contribute to the development of Technology and its utilization by HR and clients.

7. Any other responsibilities as assigned by the supervisor in support of meeting the objectives of the Section's work plan.
