Our client is a global multinational specialising in engineered components. It has manufacturing businesses across the US, Europe, Australia and Asia. As a result of continued growth and expansion through acquisition, our client is now seeking a degree educated, bi lingual Chinese and English speaker with a track record of strategic leadership of a China based sourcing and procurement office. Specifically the remit will be to lead and develop the third party sourcing and manufacturing activity within the region. Our client is seeking someone who has experience gained both in country and internationally with a US/Pan European or Australian multinational ideally within the metals, castings, pressings sector. You will manage a significant $multimillion procurement spend and operational budget and at least 45 employees across two sites.
Entrepreneurial in style, you will have a real impact on the growth and overall success of our client’s business. Reporting to Global Directors in the US and Europe you will effectively lead the specialist sourcing, procurement, technical, quality and supply chain team in China.
The Role:
Formulate and develop a low cost sourcing strategy which meets the requirements of global group operating divisions.
Ensure that our client operates safely and responsibly in line with international CSR, occupational health and safety and quality standards. Specifically executing group safety strategy, targeting zero accidents and minimising the environmental impact of group operations.
Implement an effective supplier scoring system to benchmark and measure performance against internationally recognised standards. This will include segmenting spend across different product components and categories and identifying manufacturing partners with appropriate resources and competencies.
Define the process by which sourcing decisions are made and executed from rules of engagement, RFQ process, internal sign off and external customer approval.
Create and lead an integrated sourcing organisation with the capability to deliver on the Group’s global vision and strategic objectives. This will include setting challenging targets for the team and ensuring robust management systems and processes are in place; transforming performance through implementation of best practice processes and continuous improvement tools; building employee engagement and a positive organisational climate.
Prepare annual financial operating budgets which optimise the needs of the business, monitoring on-going performance against forecast through monthly management accounts. This will include operational CAPEX budget and quarterly forecast updates on expenditure in line with corporate reporting requirements.
Define and manage key supplier relationships to deliver world-class performance in cost, service and quality. This will include supporting regional managers to cultivate and develop strong relationships with key decision makers and influencers within the major suppliers, establishing KPI targets, benchmarking via open book costing mechanisms and tracking unit costs to quantify savings.
Research and evaluate alternative low cost manufacturing locations as part of a longer term strategy to reduce our client’s Chinese manufacturing base including identification of suitable manufacturing locations and infrastructure and rigorous evaluations of potential suppliers.
Make strategic sourcing recommendations to the global operating board, building the business case and developing partnerships with preferred suppliers, negotiating and awarding supply contracts.
Lead, direct and develop the China based team to meet and exceed targets, delivering a high quality and proactive service to global operating divisions
The Ideal Applicant
Fluent in written and spoken Chinese and written and spoken English.
Degree educated in Business, Engineering, Materials Management, Supply Chain Management, Quality Management or similar. A Masters Degree would be highly advantageous. Education in a US, European business school would be particularly welcome.
At least 10 years progressive P & L management experience in sourcing, supplier quality management, production and operations.
Track record of leadership experience gained both internationally and in China is a prerequisite. This experience must have been gained with a global multinational.
Extensive/recent or current China and Asian sourcing and supplier quality assessment and development experience.
Experience of the aluminium and metal pressings, castings sector would be highly advantageous.
Demonstrable track record of success in fostering relationships with suppliers whilst driving lower costs, superior performance and continuous improvement.
Ability to negotiate and write supply agreements in both English and Chinese.
