Medical Administration Specialist - Department of Veterans Affairs - Augusta, ME





The Medical Administration Specialist represents both the Medical Center Director and the Business Office Manager on all administrative matters occurring when assigned to other than a normal tour of duty. Duties include but are not limited to:

· Interprets rules and regulations relating to ascertaining legal entitlement to benefits relating to health care hospital admission; nursing home, dental, fee basis and outpatient care, dental treatment, prosthetic appliance, patient transfer and beneficiary travel.

· Exercise full authority and responsibility for the Medical Center Director’s prerogative in medical administrative matters occurring during the tour of duty.

· Responsible for fulfilling management objectives and supporting decisions of management in the performance of duties, and provides technical guidance necessary to meet procedural, legal, and administrative requirements relative to the care and treatment of patients to achieve optimum use of available resources.

· Maintains seriously ill roster, notifies next-of-kin as appropriate. Records and maintains consents, when indicated, assisting physician.

· Processes administrative issues surrounding beneficiary death, serious ill cases, suicide, assaults, death on arrival, homicides, and code blue.

· Serves as patient representative and ombudsman during tour of duty. Responsible for representing both the Medical Center Director and the Business Office Manager on all administrative matters occurring during normal tour of duty.

· Represents and acts on behalf of the Director’s (non-policy making) administrative matters, and the legal retention of patients.

· Maintains continuity of operations and provides full medical administrative support to professional and administrative staff.

· Completes general office duties in the enrollment/eligibility processing office and assisting patients with completion and processing of their application for health care benefits and /or health care benefits renewal (annual means/co-pay test).

· Provides and determine eligibility for patients who present requesting beneficiary travel reimbursement and transports.

· Receives and replies to non-routine patient condition inquiries and other administrative inquiries from concerned patients, families, visitors, law enforcement officials, private facilities representatives, private physicians and the general public.

· Provides the Medical Officer of the Day and professional staff with policies and procedures and guidance on administrative matters essential for the operation of the medical center during other than normal tours.

· Requests patient data exchange (PDX) information for patients seeking care at this facility that are enrolled at another facility.

· Downloads PDX information through the registration software, and obtains missing pertinent information and registers the patient accurately into computerized record systems at this facility, ensuring eligibility.

· Complies with the Standards for Privacy of Individually Identifiable Health Information Provision, Title 45 Code of Federal Regulations 164.510, at time of admission asks each patient whether or not they want to be included in the facility directory (facility directory opt-out) and documents the patient’s wishes in computerized record systems.

· Evaluates and resolves, when indicated, computer related problems. Ensures the safeguarding of own computer systems access (log on ID and passwords).

· Informs appropriate IRM contacts when computerized record systems are not operational. Executes, is familiar or knowledgeable of computer contingency plans.

· Determines applicants’ eligibility; obtains income and insurance information for appropriate applicants.

· Prepares and validates daily gains and losses sheet and other related statistical reports.

· Coordinates communications and notifications with local officials in the event of local civil disasters and complies facility disaster plan.

· Provides written and oral reports of incidents involving beneficiaries, employees, as well as safety or other issues.

· Maintains current bed inventory; obtains bed availability for treatment needs, provides daily report/log of all activities occurring during tour of duty.

· Briefs on-coming shift/staff of pending events.

Work Schedule: 24/7 Rotating Shifts to include 8:00 am to 4:00 pm; 4:00 pm to 12:00 am; 12:00 am to 8:00am; 12:00 pm to 12:00 am; 12:00 am to 12:00 pm. Overnights are mandatory and employee will be required to work Holidays.
