The Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP’s actions have significant public health and consumer protection impact, and are among the most important issues faced by the Agency in its long and distinguished history.


This position is located in the Office of Compliance and Enforcement, Division of Business Operations, Vienna, ME .

Provide authoritative advice and guidance and consultation regarding inspection and investigation methods and procedures necessary to accomplish compliance/enforcement/regulatory objectives related to tobacco programs.


Draft responses to correspondence from within and outside of the agency concerning FDA regulated products.


Conduct research into legal precedents and legislative history of the Acts enforced by FDA.


Identify areas which warrant further study or improvement and prepares reports to ensure optimum operating efficiency and resource utilization. QUALIFICATIONS REQUIRED:


In order to qualify for Consumer Safety Officer , 0696-13 you must meet the following:


Basic Requirement (Transcripts must be submitted):
A. Degree: that includes at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical sciences, engineering, epidemiology, veterinary medical science, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester can include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.


B. Combination of education and experience- courses consisting of at least 30 semester hours in the fields of study described in A above, plus appropriate experience or additional education.

In addition to the Basic Requirement you must also meet the additional qualifications listed below:


Have one year of specialized experience, equivalent to the GS-12 in the Federal service or private and public sectors, analyzing information and formulating conclusions, preparing and finalizing responses to inquiries covering all aspects of a compliance program.
