Supply Program Specialist-TCF Program job - Department of Veterans Affairs - Togus, ME





This position is a developmental position in logistics intended to provide experience and both formal and on-the-job training in the following: Policies, directives, operations and practices in supply program management (expendable materials and supplies), capital equipment/personal property inventory management (non-expendable equipment), property utilization and disposal, quality assurance, storage and distribution, and procurement. The position is intended to develop and foster knowledge, skills and abilities necessary for a successful career in logistics management within the federal government and VHA.

Work Schedule: Full Time, Monday through Friday, 8:00am – 4:30pm

NOTE: This position is covered by locality-based comparability pay.

NOTE: Initial travel and relocation expenses are not authorized.

NOTE: Selectee may be required to work at any VISN 1 Healthcare System campus, as needed.

NOTE: Time-in-Grade Restriction – Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

NOTE: This is a career ladder position with a full performance level at the GS-11. The appointee may be advanced to the next higher grade level without further competition upon completing Time-In-Grade requirements and upon the recommendation of the supervisor. Promotion is not automatic and is contingent upon satisfactory performance and availability of higher level work.

NOTE: Applicants determined to be qualified at the GS-7 level will be required to complete the Administrative Careers with America (ACWA) assessment and obtain a passing score in order to be considered. Applicants will be notified with the necessary information and timeframe to complete the ACWA assessment.

NOTE: Current or Former Federal Employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure, and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

NOTE: Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. If selected for the TCF Intern Program, you will follow a formal training plan for 2 years. Upon completion of the training program, if there is no permanent position at your training duty station, you will be placed at any VA with an opening throughout the country. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. The intern must sign a Statement of Understanding (Mobility Agreement) and a continued Service agreement prior to being admitted to the program that states their ability and willingness to relocate, upon successful completion of the program, to any VHA Medical Center, with a need for staff with their skills. Please note, under the TCF program, the continued service agreement entails: *Continued Service Agreement – Requires a minimum of 3 years of service to the VA after successful completion of internship (in addition to 2 years in internship). *Voluntarily leave VHA prior to the completion of the two year internship, requires repayment of training/travel.*Voluntarily leave VHA prior to the completion of the 3 years of service, requires repayment of training/travel.
