JOB DESCRIPTION: TOTAL GAS/CHEMICAL MANAGEMENT (TGCM) OPERATIONS MANAGER to work in a USD 1 billion revenue plant – Leading American multinational Manufacturing and supplying specialty gases and gas equipment worldwide – Shanghai
Summary/Objective
The TGCM Operations Manager oversees the safe operation of on-site technical teams that monitor gas and chemical delivery system, perform operator maintenance and coordinate higher level maintenance, oversee gas delivery system installation, deliver, install and remove gas and chemical containers and track gas and chemical usage at customer semiconductor manufacturing sites in the People Republic of China.
Essential Functions
- Implement the Safety Policy and ensure that all technicians always operate in a safe manner.
- Participate in development of long and short-range objectives, policies and programs.
- Develop plans and implement procedures so that required tasks meet company and customer quality standards.
- Manage TGCM employee headcount to optimum levels and minimize overhead costs to meet the annual budget plan.
- Develop policies and programs that reduce operating costs in order to improve profitability.
- Direct and monitor all TGCM operations to meet company and customer plan goals, consistent with established safety and operating procedures.
- Act as liaison and manage the relationship between the TGCM teams and the customers’ management teams to keep the customer informed of any commercial, operational, inventory or maintenance issues.
- Hire, train, develop and evaluate staff. Take corrective action as necessary on a timely basis and in accordance with company policy.
- Ensure company operations comply with all national, provincial and local environmental regulations.
- Identify, recommend and implement changes to improve productivity
- Train, evaluate and coordinate the facility’s emergency response team.
- Direct and coordinate various critical programs essential to safe and reliable operations (e.g., safety training, technician training, housekeeping, cost reduction, security, etc.).

Supervisory Responsibility
This position reports to the CEO and directly manages on-site TGCM team leaders, indirectly manages the team leaders’ subordinates and is responsible to both company and the customers’ management team for performance management and hiring of all operations employees. TGCM on-site teams vary in size from 12 to 60 technicians per site. Overall headcount on all sites exceeds 100 technicians.
This position is largely an active role supervising the operations team in the customers manufacturing facility and overseeing manufacturing support operations.
Travel
This position requires less than 25% travel. Some international travel may be required.
Required Education and Experience
- BA/BS in a technical or industrial discipline, or a 4-year technical degree in related discipline.
- 10+ years of experience in manufacturing management, preferably in a process-oriented operations and/or related industry. A minimum of 5 years of experience managing a significant segment of a large manufacturing support team or the entire manufacturing support team of a smaller manufacturer is required.
Preferred Education and Experience
- Experience working with manufacturing based technology, processes and principles on a customer site.
- Foreign based company management experience.
- Experience working as a vendor to American/European or Chinese and Korean companies.
