Department of Health and Human Services (DHHS) provides supportive, preventive, protective, public health and intervention services that protects the public health and assists our customers in meeting their needs; and that assist families in providing for the developmental, health and safety needs of their children. DHHS strives to provide these programs and services while respecting the rights and preferences of individuals and families. The Office for Family Independence is responsible for administration of eligibility determination for a number of programs, including MaineCare, Temporary Assistance for Needy Families (TANF), Food Supplement and Child Support. This position is located in the Office for Family Independence (OFI) central office in Augusta, ME.


Job Duties


The primary focus of this Senior Planner will be to assist the Office for Family Independence in the rulemaking process. The Senior Planner will work with all OFI Program Managers and the Director of Policy and Programs to implement federal and state policy changes through Maine’s Administrative Procedures Act, which requires collaboration and cooperation with the offices of the Commissioner, Governor, Attorney General and Secretary of State .Additionally, the Senior Planner will participate in the management and administration of the Food Supplement Program. Among other things, the Senior Planner will handle developing and drafting responses to federal and state-level reviews of the Program, and will manage Food Supplement waivers.


Requirements


To qualify, you must have a Bachelor’s Degree and four years of experience in the development, delivery or administration of public sector eligibility, healthcare or social service programs, or comparable experience in a public administration, legal or business environment. Equivalent related experience may be substituted for education on a year for year basis. The background of well-qualified candidates will demonstrate the following competencies:


1. An ability to identify, assess and analyze statistical data regarding type, nature and frequency of services delivered and utilize this data to identify trends in service delivery, evaluate program performance and develop management reports summarizing program performance for state and federal reporting purposes and departmental decision making.


2. An understanding of the Administrative Procedures Act and the rulemaking process.


3. An understanding of the relationship between state administration of assistance programs and the federal government, particularly with respect to the Supplemental Nutrition Assistance Program.


4. Exceptional organizational skills, attention to detail, writing ability, and ability to balance competing priorities under tight deadlines.


5. Proficiency in Microsoft Excel, Access and Word.


* Only post-secondary degrees from a College or University whose accreditation has been granted from a nationally recognized accreditation agency recognized by the U.S. Secretary of Education will satisfy educational requirements.
