Workforce Development Specialists for

Central and Western Regions

Women, Work, and Community (WWC)

WWC (dba New Ventures Maine) has immediate openings for two full-time Workforce Development Specialists to coordinate and provide career/workforce and asset development training and other services in the following locations:

Position 1: Central Region, based in Augusta , with outreach and travel throughout Kennebec and Somerset Counties.

Position 2: Western Region, based in Lewiston , with outreach and travel throughout Androscoggin, Oxford, and Franklin Counties.

These are soft money-funded positions. Continuation of the positions are contingent upon University needs and funding external to the University. Responsibilities include: outreach, planning and delivering workforce and financial education, training and assistance to individuals, including unemployed and underemployed workers, low-income and non-traditional students, single parents, and displaced homemakers. The position involves working as a team with regional and statewide MCWWC and University staff, developing and maintaining resources and organizational partnerships that contribute to workforce development and improve access to education and employment.

Salary : the normal hiring range is low-to-mid thirties, commensurate with qualifications and experience. The University offers an excellent fringe-benefits package.

The successful candidates must have :
Bachelor’s degree or equivalent life/work experience.

Excellent oral and written communication skills, good customer service skills.

Ability to work independently and as part of a team.

Ability to organize and manage workflow, including attention to detail and deadlines.

Experience and knowledge of group process, training, and adult learning theory and practice.

Knowledge or experience in career development, personal financial capability, and related public policy.

Computer/Information technology proficiency and ability to apply to training, career, employment, and education advising and assistance.


Preference will be given to candidates with the following :
Master’s degree in related field (Adult Education, Career Development and Advising, Counseling, or Instruction) or equivalent experience.

One or more years’ experience in workforce development training, technical assistance and counseling.

Knowledge of women’s career and economic development issues.

Experience with online (distance) learning tools and techniques.

Job Title: Workforce Development Specialist


Maine Centers for Women, Work, and Community/dba New Ventures Maine Student Development


Organizational Relationships

Reports to the Regional Manager/Executive Director and coordinates with the Workforce and Asset Development Manager, and works as part of the regional and workforce development team; coordinates with other program and administrative staff, University of Maine System employees and other agencies and individuals involved in workforce and asset development.


Primary Purpose of the Position

The Workforce Development Specialist is responsible for providing and coordinating workforce and asset development training, technical assistance and support to the target population including displaced homemakers, single parents, adult learners, low-wage workers, and other special populations, and for developing and maintaining resources and organizational partnerships that contribute to workforce and asset development. The position also involves working as a team with other local and statewide workforce staff, interacting with community resources including education, training and employment programs, financial institutions, economic development agencies, businesses, and social service agencies. The position supports the overall mission of the organization to help women and men succeed in the Maine economy and achieve economic security for themselves and their families.

Duties of the Job

Plan, coordinate, and deliver individual career assessment, information, referral and on-going technical assistance to participants seeking employment, education or skills training and career advancement and planning.

Plan, coordinate and deliver workforce development training including core classes and other shorter workshops, incorporating technology in the classroom and/or utilizing virtual/on-line resources.

Plan, coordinate and deliver asset building training and technical assistance including core classes and other shorter financial education workshops.

Coordinate and provide case management to matched savings account holders; participate and provide support to CASH Coalitions and other financial ‘products’ as appropriate.

Plan and coordinate special events, conferences, public forum and new program initiatives, in partnership with other organizations, employers, and individuals as appropriate.

Establish and maintain effective working relationships with other local, regional and statewide workforce, education and training organizations, asset building partners, and policy leaders.

Establish and maintain records of participants and services and document within the MIS; maintain follow-through with participants and track progress, benchmarks, and outcomes. Submit timely reports and other documents as required to supervisors, funders, and other partners.

Work with Workforce Development, members of the Marketing Team, and other staff to develop and implement a marketing plan for workforce and asset development services.

Contribute to the development of grassroots leaders by supporting and helping to coordinate Regional Ambassador groups.

Participate with the management team and the staff as a whole in developing and implementing the overall strategic plan, organizational goals and objectives.

Participate on statewide and special project teams in particular the Workforce and Asset Development Teams; attend regional and statewide staff meetings and in-service training.

Assist in maintaining Center operations, coordinating regional and cross-regional outreach sites and services, and supervising and training other staff including work-study students, interns, and community volunteers.

Maintain timely information on adult learning and workforce development trends, employment and career opportunities, and career advising and financial coaching ‘best practices.’

Perform other duties appropriate to the position as assigned.


Budget Responsibilities

Maintains expenditures within budget allocated to the region and to workforce development activities and participate in local and statewide fund development. Understand the funding sources for this position and fulfill obligations to various funders including timely communication and reporting.


Public and Professional Activities Related to Job Performance

May take an active role as a member on state, regional, or national affiliated organizations.

Continues to develop professionally by attending state, regional, national professional meetings.

Participates in public service and UMA/UMS community activities as appropriate.
