AARS- Program Manager - HealthRIGHT 360 - San Francisco, CA

AARS, Inc. is an innovative substance abuse prevention, treatment, and research agency serving the greater SF Bay Area. Asian Drug & Alcohol Prevention and Treatment (ADAPT) and Lee Woodward Counseling Center are the two primary outpatient programs of AARS that serves adult substance abuse and mental health clients in San Francisco. The Program Manager manages and coordinates the delivery of culturally competent outpatient mental health and substance abuse treatment services.

Supervisory Responsibilities : Provides general work direction and guidance to all ADAPT and Lee Woodward Center staff. Regularly makes recommendations to Program Director of San Francisco County Programs. Makes independent decisions and takes actions which impact the program. General unwritten guidelines are typically used in this job.

Clinical Responsibilities : Oversees both Substance Abuse and Mental Health services and signs off on all Mental Health clinical notes and ensures culturally competent services are provided to client. Provides direct client services such as assessments, individual, group, and family therapy as needed.

KEY RESPONSIBILITIES Primary Duties and Responsibilities (other duties may be assigned):
• Assists the Program Director in developing and improving program services to meet or exceed all contracted and/or mandated program objectives and goals;
• Responsible for overall program development and implementation ensuring that program guidelines, procedures, contract goals and objectives are met;
• Responsible for integration of Mental Health and Substance Abuse services in one program whenever possible and appropriate;
• In coordination with the SF County Clinical Supervisor, ensures that accurate and timely clinical documentation is completed;
• Oversees and provides immediate supervision and guidance to program staff and interns which may include: scheduling/attendance matters, clinical/administrative/personnel policies, performance appraisal, training, MIS, and monitor completion of client records;
• Carries a client caseload as needed and provides direct services (individual, group and family counseling as needed);
• Ensures compliance with agency, federal, state and local regulations;
• Completes and submits all required reports on time;
• Ensures that accurate units of services are reported;
• Establishes and maintains effective working relationships with community organizations providing housing, substance abuse, legal, health, mental health, educational, vocational, and other support services;
• Provides and/or assists with arranging translation, transportation, and other practical support services;
• Provides and follows up on referrals to community services, including advocating for clients and problem solving with community agencies;
• Provides general overall oversight of program budgets;
• Participates in SF County Services Program Meetings and Clinical Meetings;
• Attends all meetings, training, and other project and agency-related functions as required;
• Initiate and maintain collaborative efforts;
• Maintains confidential client records, files and other sensitive information;
• Able to maintain strict confidentiality and handle information with tact and diplomacy;
• Able and willing to travel as required by the essential job duties and responsibilities; and
• Able to maintain a flexible work schedule.

Required Qualifications:
• Master’s Degree from an accredited college in counseling, psychology, or social work;
• Licensed MFT or LCSW in the state of California;
• At least 3 years experience in clinical and case management in a supervisory capacity;
• Two years experience providing health or human services for A/PI community, preferably including substance abuse recovery services;
• Understanding of social services, mental health, and substance abuse services systems;
• Knowledge of principles and techniques of social work, case management, crisis intervention, client centered counseling, and group facilitation;
• Able to integrate Substance Abuse and Mental Health Services in one program;
• Skilled in building consensus and fostering productive collaborative efforts; and
• Familiarity with PC-based computers and Windows XP, preferably experience with Microsoft Office suite: Word, Excel, Access, PowerPoint.

Preferred Qualifications:
• Alcohol and Drug Counseling Certification or Licensure;
• Understanding of immigrant A/PI cultural issues and dynamics in diverse A/PI communities;
• Familiarity working with A/PI community, and other communities of ethnic background; and
• Bilingual/Bicultural in Chinese, Vietnamese, Khmer (Cambodian) Tagalog and/or Ilocano, Laotian, or Spanish.
